The timing for replacing sprockets is very ambiguous, with no clear standard.
One factor to consider is "tooth wear."
If the teeth become pointed, or the body or sides are worn down, it's time to replace them.
Replacing all three components—front and rear sprockets and chain—simultaneously is recommended. If you only replace one, the worn parts that haven't been replaced will prevent the new part from performing optimally and lasting as long as it should, leading to an earlier replacement. In the long run, replacing all three at once will extend their lifespan.
